A 1951 graduate of Geneva high, Chico was a three-time Section V wrestling champion and helped lead GHS to two sectional team championships. As a freshman, he was the 105 lb. sectional champion. In his sophomore year, he lost in the finals of the 112 lb. class, but came back to win in the 127 lb. weight class as a junior. As captain of the team his senior year he captured the 135 lb. he capped off his brilliant career by his selection to the National All-American

High School Wrestling Team in that final year. Francis also lettered in football and track.

After serving two years in the U.S. Army, he attended SUNY Cortland where he graduated in 1960 with a B.S degree in Social Studies. From 1960 to 1966, Chico was a New York State Wrestling Official in the central region. Chico was inducted into the Section V Lacrosse Hall of Fame in 2009
